故事要從一則新聞?wù)f起：
WASHINGTON, March 22 (Xinhua) -- Despite warnings from business groups and trade experts, U.S. President Donald Trump on Thursday signed a presidential memorandum that could impose tariffs on up to 60 billion U.S. dollars of imports from China, the latest unilateral move that poses a threat to global trade.
3月22日美國(guó)總統(tǒng)特朗普于簽署總統(tǒng)備忘錄，將依據(jù)所謂“301調(diào)查”結(jié)果對(duì)自中國(guó)進(jìn)口商品征收規(guī)模將高達(dá)600億美元的關(guān)稅，并限制中國(guó)企業(yè)對(duì)美投資并購(gòu)。
此舉顯然公開違反了世界貿(mào)易組織（WTO）以及國(guó)際社會(huì)普遍交易原則，無(wú)疑是對(duì)國(guó)際經(jīng)貿(mào)體系正常秩序的破壞與踐踏。

相當(dāng)于try one’s best to do；

2.  Impose sth. on/upon sb.
將某事強(qiáng)加于某人
